Background of the Study
Community-based rehabilitation (CBR) programs have gained prominence as holistic approaches to enhancing the lives of children with disabilities by integrating health, education, and social services within the community. In Maiduguri Metropolitan LGA, Borno State, CBR programs are particularly crucial given the socio-economic challenges and limited institutional resources. These programs not only provide rehabilitation services but also foster community inclusion, empowerment, and sustainable development by engaging local stakeholders, families, and service providers (Usman, 2023). Research has shown that effective CBR initiatives lead to improved physical functioning, enhanced social participation, and better overall quality of life for children with disabilities (Salisu, 2024).
In Maiduguri, CBR programs have been implemented with varying degrees of success, often tailored to address the specific needs of children with different types of disabilities. Services offered may include physical therapy, occupational therapy, speech therapy, and educational support, along with community awareness campaigns aimed at reducing stigma and promoting inclusion (Abdullahi, 2023). However, challenges persist in terms of program sustainability, resource allocation, and community engagement. Many CBR programs are heavily reliant on donor funding and external expertise, which can limit their long-term viability (Ibrahim, 2024). Additionally, socio-cultural barriers and prevailing misconceptions about disability may hinder the full participation of families and community members, thereby reducing the overall impact of these programs.
The integration of CBR into local health and educational systems is critical for ensuring that children with disabilities receive continuous and comprehensive support. With recent technological advancements and an increased focus on community empowerment, there exists a significant opportunity to enhance the reach and effectiveness of CBR programs in Maiduguri. This study aims to evaluate the impact of community-based rehabilitation on the academic and social outcomes of children with disabilities, identify the key challenges faced by these programs, and propose recommendations for their improvement. In doing so, the research will contribute to a broader understanding of how community-level interventions can foster sustainable development and inclusion for children with disabilities (Chinedu, 2025).
Statement of the Problem
Despite the potential benefits of community-based rehabilitation programs, children with disabilities in Maiduguri Metropolitan LGA continue to experience limited access to consistent and comprehensive support. One major issue is the heavy dependence on external funding and technical assistance, which often results in interruptions or inconsistencies in service delivery (Lawal, 2023). Furthermore, many CBR programs face challenges in mobilizing community resources and sustaining long-term engagement from local stakeholders. These limitations are compounded by socio-cultural factors such as stigma, discrimination, and misconceptions about disability, which reduce community participation and hinder the integration of children with disabilities into mainstream society (Aminu, 2023).
Moreover, the lack of coordination between governmental agencies, non-governmental organizations, and community groups often leads to duplication of efforts or gaps in service coverage. The fragmented nature of these interventions not only affects the quality of rehabilitation services but also impedes the monitoring and evaluation of program effectiveness. As a result, despite significant investments in CBR programs, the intended outcomes—improved health, education, and social inclusion for children with disabilities—are not consistently achieved. These issues highlight the urgent need to critically examine the operational challenges and contextual factors that limit the impact of community-based rehabilitation in Maiduguri Metropolitan LGA. Addressing these problems is essential to ensure that CBR programs fulfill their promise of empowering children with disabilities and enabling their full participation in society (Hassan, 2024).

To evaluate the effectiveness of community-based rehabilitation programs on children with disabilities in Maiduguri Metropolitan LGA.
To identify the operational challenges and resource constraints affecting these programs.
To recommend strategies for improving community engagement and program sustainability.

Ultimately, the research aims to foster a more inclusive society where children with disabilities receive comprehensive support, leading to improved health, education, and social integration (Okechukwu, 2025).
Scope and Limitations of the Study
This study is limited to assessing community-based rehabilitation programs for children with disabilities in Maiduguri Metropolitan LGA, Borno State, and does not extend to institutional rehabilitation services in other areas.
